Ms. Dibolelo Kathleen Mance was a Member of Parliament of South Africa since 2019 , serving in a Portfolio Committee of Higher Education, Science and Innovation as a Whip as well as a member of Agriculture, Land Reform and Rural Development Portfolio Committee. She was also appointed to serve in the ad-hoc committee to initiate and introduce legislation amending section 25 of the Constitution. She is currently deployed as a Member of the Executive Council (MEC) responsible for the Department of Public Works and Infrastructure in the Free State Government.
She is amongst the youngest members of the Central Committee of the South Africa Communist Party and also served as the inaugural 2nd Deputy National Secretary of the Young Communist League of South Africa. She is currently an elected member of the African National Congress Women’s League National Executive Committee as well as the Provincial Deputy Secretary of the ANC in the Free State Province
Dibolelo has a vast experience of 14 years as a public servant. She started her career as secretary in a government Department of Public Works, Roads and Transport. She was later appointed as a personal assistant in the same department. She then joined the Department of Cooperative Governance and Traditional Affairs as a Senior Administrative Officer, responsible for Special Programmes and was later promoted to a position of an Assistant Director responsible for Monitoring and Evaluation. She then moved to the Department of Social Development and was appointed as a Deputy Director responsible for Parliamentary Liaison Officer in the office of the MEC and later appointed as a Director for Youth Development in the same department.
As a leader, Dibolelo grew within the ranks of the ANCYL, YCLSA, ANC, SACP and the ANCWL. She served 2 terms as a Provincial Committee Member of the YCLSA Free State and 12 years as National Committee Member and Political Committee (NWC) Member of the Young Communist League of South Africa and was elected as the inaugural 2nd Deputy National Secretary, a position she held since 2018 until 2022. She served as a Provincial Executive Committee Member of the ANC Youth League for 4 terms. She was also elected to a position of Provincial Executive Committee of the SACP for 2 terms before being elected as a Central Committee Member. As a student at the Central University of Technology, she participated as Branch Member of SASCO.
She holds a National Diploma and B-Tech Degree in Public Management from Central University of Technology. She is currently enrolled for a Post-graduate Diploma in Public Management with the same institution, finalising her research proposal for a Master’s programme in 2025.
Her interest includes reading and supporting progressive civil society organisation.
